Auditor General of Quebec to investigate the SAAQclic debugger

Quebec's auditor general last year launched an investigation into the accident deployment of Société de l'assurance automobile du Quebec's SAAQclic digital platform, which has been plagued by numerous glitches and issues.

The province's auditor general, Guillain Leclerc, has made an online form available for Quebec residents to fill out if they want to contribute to an audit of “SAAQclic and its components.”

The form asks users to detail their experience using the SAAQclic platform, which Quebec's Cybersecurity Minister Eric Cair has described as a “fiasco.”

The audit is scheduled to be published in the winter of 2025, but that could be changed, the auditor general's office said.

Quebec City's Le Soleil news platform was the first to report the audit on Friday.

Launched in February 2023, SAAQclic was supposed to allow license bureau customers to renew driving permits, pay for licenses and arrange driving test appointments online.

The launch was plagued by problems with SAAQ service centers forced to close for two weeks while the digital chaos was sorted out, a decision that led to a backlog of transactions, followed by long lists after the centers reopened.

Last fall, SAAQ director Eric Ducharme said the cost of the catastrophic transition would exceed $41 million. That amount includes $28 million for hiring 465 people to leave behind, plus $6 million for overtime.

Ducharme was appointed to lead the SAAQ in April 2023, after his predecessor, Denis Marsola, was dismissed from the provincial cabinet following the SAAQclic fiasco.
