Historically, the Parking Enforcement Unit has not used paid on-street parking during these holidays, as determined by previous regulations and operational preferences.

“In consultation with the city, we need to help with traffic, with parking for everyone who needs it,” said Toronto police Const. Victor Kwong.

“The change in the city and the current need for cycleways, areas for streetcars like Queen's Quay, there's been a lot of change recently that's forced us to rethink how we deal with it.”

Ultimately, the City of Toronto will collect parking fees and monitor rates, police said, but there have been no recent changes to the law.

“It was the early 2000s, and actually the law was changed (at the time) — “There will now be a charge for (street) parking (during public holidays),” Kwong said.

“But we didn't get tickets on holidays and continued the way we did in 2000.”

Kwong said the latest policy change was initiated by the Toronto police, not the city. “Because we are responsible for order and traffic, we have noticed that many seats are always taken. Or complaints from people saying, “It's nice that it's free, but it's always welcome.” So we decided to do it.”
