Manitoba RCMP announced last Monday that Kuo has been charged with second-degree murder in the cold case of 24-year-old Crystal Saunders. He has pleaded not guilty and will be charged in Manitoba Provincial Court on March 4.

Saunders, 24, was last seen alive by an on-duty Winnipeg police officer on April 18, 2007, when he got into a car at Sargent Avenue and Sherbrooke Street in the West End.

The next morning, an RCMP officer was checking his fur line when he found his body in a ditch near St. Ambroise, 75 kilometers northwest of Winnipeg.

In March 2012, Queue pleaded guilty in Manitoba Provincial Court to five counts of forgery and two counts of theft under $5,000. He was sentenced to probation, probation and ordered to pay $3,800 in restitution.

In June 2012, Kuo's ex-fiancee filed for a protection order in Manitoba Crown Court, alleging he sent her unusual and unsolicited greetings, damaged vehicles she owned and left a so-called book. After your relationship ends in his car on the day of the criminal trial at the beginning of the year.

In her petition for protection, the woman wrote that Cue stalked her for two years, including calling and stopping her at work, damaging two cars she owned and stealing items from her porch, despite not having any contact with her. and mailing his belongings.

“Kevin constantly threatens me by calling me at work, visiting my home, sending inappropriate items to my home address,” the woman wrote. “I've been dealing with this harassment for two years and there's no sign of it stopping.”

He wrote that Queau had cut parts under the hood of his car.

In the defense filing, the woman included a photocopy of an anniversary card she said Queau sent her in 2012, the day they planned to marry in 2010.

“To my beloved wife,” reads the front of the card, which includes a picture of a chimpanzee wearing boxer shorts and holding roses. “For our anniversary, I got you a card to remind you of me.”

Vancouver provincial court documents show Kuo pleaded guilty to sexually assaulting a woman in 2013 and aggravated assault in 2014.

In 2015, he was sentenced to five years in prison and ordered to provide a DNA sample for a national law enforcement database. He was placed on the sex offenders' register for life.

According to Mounties, technological advances allowed the insufficient DNA previously found on Saunders' remains to be entered into the DNA data bank in 2014. The match then depended on Queau.

Interviews with people who knew Cuo suggested that he physically and sexually abused other women.

Other court records show Cuo was convicted of theft in Saskatchewan and forgery in Alberta in 2012. In 2013, Cuo was fined for obstructing a peace officer and speeding and driving without a license.

Without providing further details, RCMP said last week that Saunders and Kuo, who was born in Winnipeg, were in contact the night they were last seen.

Her mother said in 2007 that her vulnerable daughter was forced into sex trafficking. Her brother said last week that he wanted the public to remember his 24-year-old sister, who was identified as Metis, as a loving and caring young woman, not for her struggles in life.
