Washington DC: Sikyong Penpa Tsering of the Central Tibetan Administration has completed a number of official assignments, including addressing the Tibetan community, discussing Tibet issues at research centers and meeting with Canadian lawmakers in Montreal.

On April 11, 2024, Sikyong Penpa Tsering spoke to Tibetan residents of Montreal about the political and administrative affairs of the 16th Kashag (cabinet) as part of his second visit to a meeting organized by the Tibetan Cultural Association in Quebec. The report by the Tibetan political leader covers the historical status of Tibet, the ongoing critical situation within Tibet and the 16th Kashag's strategic approach to resolving the long-standing Tibet-China conflict through the “Middle Way” policy and his efforts to secure Tibetan settlements. . Sikyong also emphasized the collective efforts to protect Tibet, despite the differences of opinion among Tibetans seeking the Middle Way and full independence.

On the same day, Concordia University's Montreal Institute for Genocide and Human Rights Studies-MIGS held a round table session with the participation of Sikiong Penpa Tsering. Speaking to MIGS members, Sikyong Penpa Tsering expressed concern over China's systematic destruction of the unique Tibetan identity, discussed the geopolitical importance of the Tibetan Plateau, and highlighted the challenges facing the international community vis-à-vis China. MIGS Executive Director Kyle Mathew expressed appreciation for Sikyong's sober words about the PRC's human rights abuses.

That day, Sikiong Penpa Tsering called Bloc Québécois leader Yves-François Blanchet and MP Alexis Brunel-Duseppe to discuss issues related to the Tibet-China conflict and Tibetan efforts to preserve cultural heritage.

Sikyong was accompanied by Dr. Namgyal Choedup, representative of the Tibet Office in Washington, and Samphe Lhalungpa, chair of the Tibetan Committee of Canada, Luisa Durante, vice-chair, and Sherap Tarchin, executive director.

Before the Montreal Accords, Ontario Parliamentary Friends of Tibet hosted Sikyong Penpa Tsering to the Ontario Parliament on April 9.
