City of Calgary 2023 progress update

The City's 2023 Achievements were responsible and fiscally sound, delivering meaningful results for Calgarians within the approved budget. The city has made strides in several areas, including housing, public safety and transit, to improve the quality of life for Calgarians. The progress of the city's service plans and budget will continue to be successful in the future.

“In 2023, the City has achieved significant milestones and embarked on initiatives that will improve the lives of Calgarians every day,” said Carla Male, Chief Financial Officer of the City of Calgary. “Throughout the year, we've continued to take steps to improve the quality of life for Calgarians, including on housing, public safety, transit and more. We have promoted targeted activities.”

Providing regular updates to Council and Calgarians on how we are tracking our service plans and budgets is an important way for Administration to report on our performance. The information presented in this report is important information that will be considered as part of the Council 2025 and 2026 Amendments to the approved service plans and budgets for 2023-2026.

“We are taking the necessary steps to address the increasing demand and complexity of services, population growth and inflation,” Male said. “We have been proactive in addressing these issues while being responsible and fiscally prudent, making significant progress in our service plans and budgets.”

As part of our service plans and budgets for 2023-2026, we have set out key performance measures and initiatives to demonstrate the progress of our work. In 2023, we made positive progress, with 92.76 percent of performance measures and 88.11 percent of initiatives completed as planned. Highlights of 2023:

· Council approved “Home is here” housing strategy 2023-2030to provide major funding for major initiatives in this area.
· We had a record 16,679 housing starts, up 31 percent since 2021.
· Safety acceptance among transit users on CTrain platforms increased from 65 to 71 percent in 2022.
· Our total transit vehicles reach 90,000 million in 2023, a 21 percent increase from 2022.
· We have maintained free travel for children under 12 years of age.
· We expanded transit to new communities and industrial areas, totaling 150 transit routes and delivering 2.5 million hours of service.
· We have received 25 international, national, provincial and local awards for our exemplary leadership and innovative practices.

We continued Delivering the results Calgarians expect from municipal government. Annual operating fluctuations are typical of Canadian municipalities, which manage their budgets and finances to avoid deficits.

in 2023, We had a positive operating budget variance of $237.7 million. In November 2023 corrections In the process, the Council allocated $100 million for this diversion in high-priority investments. There was also a franchise fee variance of $200 million, which was upgraded to future capital and life-cycle maintenance and a consolidated reserve to fund capital expenditures at the end of the standard year. In the November 2023 amendment, the Council allocated $165 million of that to fund capital investments.

The remaining $35 million from the franchise fee variance, $137.7 million from the operating variance and the 2023 ENMAX dividend variance will be transferred to the Fiscal Stability Reserve upon approval.
