763 new social and affordable housing units will soon be built in Montreal

MONTREAL, April 12, 2024 /CNW/ – Governments Canada and Quebec We are proud to announce that 763 new social and affordable housing units will soon be built in Montreal thanks to the financing of 12 new projects. These projects were selected during the second call for projects under the Société d'habitation du Quebec (SHQ) program d'habitation affordable Quebec (PHAQ).

These projects were made possible through the Canada-Quebec Agreement under the Housing Acceleration Fund (HAF), which has allocated $900 million from the Government of Canada. The Quebec government added $900 million to that amount in the November 2023 economic update. The City of Montreal will also be the financial partner of the projects, as it must provide an equivalent contribution of at least 40% of the base grant from SHQ.

  • Some households who move into these units can benefit from Quebec's Société d'habitation du Quebec (SHQ) rent supplement program, which ensures that they spend no more than 25% of their income on housing. This additional assistance includes SHQ (90%) and the City of Montreal (10%).
  • This assistance will require a maintenance period to keep other facilities available. This period can last up to 35 years. Assistance rates vary depending on the duration of the commitment. The rent may be indexed annually according to the percentages determined by the Administrative Tribunal.
  • The program d'habitation affordable Quebec (PHAQ) aims to attract all partners who can create affordable housing projects. Projects under the program can be submitted by cooperatives, non-profit organizations, housing bureaus and private sector businesses. PHAQ also aims to accelerate housing construction, so its standards stipulate that projects must start within 12 months of selection. This period can be extended up to 18 months in certain cases.
